In 1994, Congress authorized the 21st-Century Community Learning Centers program to open up schools for broader use by their communities. In 1998, the program was refocused on supporting schools to provide school-based academic & recreational activities after school & during other times when schools were not in regular session, such as on weekends, holiday,s & during summers. This study presents the first-year findings of the largest & most rigorous examination to date of school-based after-school programs. The study examined the characteristics & outcomes of typical programs & did not attempt to define the characteristics of the best programs.
