Congress enacted this Act to enable the HHS to protectpatients and federal health care programs from censuredpractitioners. The Act broadens the authority of HHS toexclude practitioners from Medicare and Medicaid programs;strengthens the monetary penalties HHS may impose onviolators; provides for criminal penalties in certain cases;and requires states to inform HHS regarding sanctionsagainst health care providers.William S.
