Telephone privileges for Bureau of Prison (BoP) inmates have increased dramatically since the 1970s. Even though all inmate calls are recorded, except prearranged calls between inmates & their attorneys, the BoP listens to few such calls -- approx. 3.5% of all calls made by Fed. inmates. This review found that a large number of Fed. inmates use prison telephones to commit serious crimes while incarcerated -- including murder, drug trafficking, & fraud. The fear of litigation should not prevent needed measures by the BoP to combat inmate telephone abuse.
